The portrait of Don Manuel de Velasco, perpetual ruler of Madrid, Identified by name in the lower left corner, it shows the character in a three-quarter position, with no hands represented. He was a rich landowner and representative of the small property-owning nobility during the reign of Charles III. Married to Mrs. Basilia Ferreira y Campo, he had ten children, including the prominent military man Manuel de Velasco, Coello y Ferreira. The latter participated in the War of Independence, showing bravery in various battles and holding important military positions. He was buried under a false name to avoid problems for the friends who had taken him in. The portrait, made by Francisco Bayeu, shows Velasco wearing an elegant jacket and a white Valencian silk vest with embroidered floral motifs. Bayeu may have portrayed Velasco between autumn 1793 and February-March 1794.
