Great Cross for Civil Merit offered by the Navarra Provincial Council and a group of twenty-three entities to His Excellency Mr. Serapio Huici Lazcano. Composed of band, hanging and lapel decoration. Made in yellow gold and brilliants, with calibrated sapphires and rubies. In a punched Spanish silver case, Law 916, profusely chiselled with plant and seed decoration. Garnet velvet interior. Box measures: 8 x 17 x 25 cm.
The Order of Civil Merit is, together with the Royal Order of Isabel la Católica, one of the two orders currently dependent on the Ministry of Foreign Affairs of Spain. It is granted to Spanish or foreign citizens who have carried out merits of a civil nature: relevant services to the State, extraordinary work, etc.
The Order of Civil Merit was instituted by King Alfonso XIII by Royal Decree of June 25, 1926, at the proposal of the then President of the Council of Ministers, Miguel Primo de Rivera, publishing its first Regulation on May 25, 1927. The provisional government of the Second Republic suppressed said Order by Decree of July 24, 1931, being restored with its previous characteristics, privileges and seniority by Decree of November 7, 1942.
